用 pre-commit hook 约束编码代理：绕过诊断库就拒绝提交

Geoffrey Huntley 在引述中描述了一种约束编码代理的做法：当代理不使用其 diagnostics 库时，仅靠更新 AGENTS.md 仍会存在偏差并逐渐漂移；于是他编写 pre-commit hook，检查 git diff 中是否存在绕过 diagnostics 模块、直接调用 observability 模块的代码，若发现则让提交失败，并注入提示要求代理改用 diagnostics 库。他称此后效果“十全十美”。
